U.S. citizens killed by Israeli forces and settlers. Zero criminal prosecutions.

USS Liberty — June 8, 1967

34 U.S. servicemembers killed, 171 wounded. Israeli Air Force jets and Navy torpedo boats attacked the USS Liberty, an American naval intelligence ship, in international waters off the Sinai Peninsula. The combined air and sea assault lasted approximately 75 minutes and included strafing, napalm bombing, and a torpedo strike. Multiple U.S. military and intelligence officials have maintained the attack was deliberate. No criminal charges were ever brought.

U.S. Civilian Activists, Journalists & Aid Workers — 2003–2026

At least 14 American citizens killed by Israeli soldiers and settlers since 2003. None of these cases have led to criminal prosecution.

Rachel Corrie
Age 23March 16, 2003Rafah, Gaza Strip
Crushed by an Israeli military Caterpillar D9 armored bulldozer while trying to prevent the demolition of Palestinian homes. She was wearing a fluorescent orange vest and was clearly visible. Corrie was a volunteer with the International Solidarity Movement.
Israeli soldiers and settlers have mocked this incident on Rachel Corrie's memorial day by making pancakes with Rachel's face on it.
No charges filed. Israeli court ruled her death "an accident."
Furkan Dogan
Age 19May 31, 2010MV Mavi Marmara, international waters
Turkish-American dual citizen born in Troy, New York. Shot five times — in the face, back of the head, back, left leg, and left ankle — at close range (45 cm) by Israeli commandos who stormed the Gaza-bound humanitarian flotilla. He was filming the events when killed. A UN investigation determined Israeli commandos summarily executed six passengers aboard the ship.
No criminal charges. No individual prosecuted.
Orwa Hammad
Age 14October 24, 2014Silwad, near Ramallah, West Bank
A Palestinian-American boy from New Orleans, Louisiana. Shot and killed by Israeli troops. Israeli soldiers claimed the victim had Molotov cocktails, but provided no evidence.
No charges filed.
Mahmoud Shaalan
Age 16February 2016Israeli military checkpoint, West Bank
A Palestinian-American teenager shot at a checkpoint while on his way to his aunt's house. Israeli soldiers claimed he had a weapon; no evidence was provided.
No charges filed.
Omar Assad
Age 78–80January 12, 2022Jiljilya, near Ramallah, West Bank
A Palestinian-American retiree and former Milwaukee grocery store owner. Israeli soldiers pulled him from his car at a checkpoint, blindfolded and handcuffed him, and left him face-down in an abandoned building in freezing weather. He was found dead. A U.S. autopsy concluded he died of a stress-induced heart attack caused by his treatment.
Israel reprimanded two officers. No criminal charges.
Shireen Abu Akleh
Age 51May 11, 2022Jenin refugee camp, West Bank
Veteran Al Jazeera journalist and U.S. citizen. Shot in the head by Israeli forces while covering an IDF raid in Jenin. She was wearing a clearly marked PRESS vest and helmet. Multiple independent investigations (UN, CNN, Washington Post, AP) concluded she was shot by Israeli forces. The U.S. State Department confirmed Israeli fire was "likely responsible."
No criminal charges. The DOJ declined to open a federal investigation.
Tawfic Hafeth Abdel Jabbar
Age 17January 19, 2024Highway 60, near Al-Mazra'a ash-Sharqiya, West Bank
A Palestinian-American teenager from Gretna, Louisiana, visiting family in the West Bank. Shot in the head while driving. An off-duty Israeli police officer, an IDF soldier, and an Israeli settler opened fire on his vehicle. The car flipped multiple times. He was the first American killed in the West Bank since the Gaza war began on October 7, 2023.
No findings publicly released, no suspects charged.
Mohammad Khdour
Age 17February 2024West Bank
A Palestinian-American teenager shot in the head by an Israeli soldier.
No charges filed.
Jacob Flickinger
April 1, 2024Gaza Strip
A dual U.S.-Canadian citizen working as a security advisor for World Central Kitchen. Killed along with six colleagues when Israeli forces carried out three consecutive drone strikes on their clearly marked humanitarian aid convoy. The vehicles were coordinated with the Israeli military. Israel's own investigation called it a "grave mistake."
Israel fired two officers and reprimanded three others. No criminal prosecution.
Aysenur Ezgi Eygi
Age 26September 6, 2024Beita, near Nablus, West Bank
A Turkish-American activist from Seattle and recent University of Washington graduate. Shot in the head by an Israeli soldier while participating in a nonviolent protest against an illegal settlement outpost. She was a member of the International Solidarity Movement. Israel claimed she was hit "indirectly and unintentionally" during a "violent riot." Eyewitnesses and video evidence showed clashes had subsided and protesters had retreated when she was shot.
No criminal charges. Her family said the U.S. government's response was "even more heartbreaking" than her death.
Sayfollah Musallet
Age 20July 2025Village near Jerusalem, West Bank
A U.S. citizen from Florida. Beaten to death by Israeli settlers. Ambulances were blocked from reaching him for approximately three hours.
No arrests or charges reported.
Nasrallah Abu Siyam
Age 19February 18, 2026Mukhmas, near Jerusalem, West Bank
A Palestinian-American from Philadelphia. Approximately 30 masked Israeli settlers, some armed with M-16 rifles, raided his village accompanied by Israeli soldiers. Settlers shot Abu Siyam in the thigh (severing a main artery) and beat him with metal rods and clubs as he lay bleeding. Israeli soldiers present did not intervene, did not arrest anyone, and did not provide medical care. They blocked a Palestinian ambulance from reaching him. He was carried out of the village on foot and pronounced dead.
No arrests or charges as of March 2026. Pennsylvania Governor Josh Shapiro has called for a federal investigation.

Key Patterns

Zero criminal accountability. Across every documented case from 1967 to 2026, no Israeli soldier, officer, or settler has been criminally prosecuted for killing a U.S. citizen.

Consistent U.S. government inaction. The DOJ has not opened federal investigations into most cases despite pledges to do so.

Victims span all demographics. Those killed include teenage boys (age 14), elderly retirees (age 80), journalists, humanitarian aid workers, college-age activists, and 34 U.S. Navy servicemembers.
